From what I can tell PAL PSO requires you to set up your Internet settings with a Dreamkey. According to what I've read on the net only Dreamkey 3.0 will work. My question is: Where can I get/download Dreamkey 3.0 or equivalent on the internet?

A pal copy of PSO can read ISP info saved by a Planet Web browser. Im guessing you played a US copy of PSO in the past. Because of this you need to erase the Serial codes PSO saves to the Dreamcast internaly... you do this by getting a Planet Web browser 1.0 and plug a single controller into port B and hold buttons B and X while turning on the system. Continue to hold them until the Web Browser's login screen appears. Also the time and date, ISP and PSO serial info will all be lost. That should do it as long as its a new copy... if and it was used then you will need to e-mail Sega of Europe. Just e-mail then at explain you got a 2nd hand copy of the game and they will reset them off the server for you and you'll be able to register those codes to your Dreamcast... if that doesn't work browse throw DCM's PSO FAQ, can be found in new games section of the site or specials

Wow, It will use the ISP you sey up on your Dreamcast but it disregards the phone number. I actually have to pick up the phone and dial the number for my ISP before the Dreamcast attempts to dial that 10-digit euro number. The good news is of course that it works and I'm already collecting people's guild cards.

[glow=blue,1,300]As it turns out it wasn't dialing a european phone number at all. What it was actually dialing was: 1+my area code+my ISP's phone number.
I remedied this by putting in the Web Browser disc and removing the 1 and my area code. [/glow]

Hey you know my copy of Pal PSO V2 came with a copy of Dreamkey 3.0! I was thinking since it was 2 disk cd case it would have a trial version of SA2 like the US and JP PSO V1 did

And also, all PAL DC cases have space for two disks. There was a time when you could get Dreamkey 3.0 by just telling your address to Sega Europe, and they would then send it to you. Free of charge of course.

The soundtrack in that game is one of the greatest videogame soundtracks ever!
